Introduction to WCF-2017

The 4th International Congress of Forensics & Police Tech Expo 2017 will be held in Dalian, China during October 27-29, 2017. The aim of the conference is to bring together forensic medicine experts, toxicologists, forensic scientists and other experts primarily working in the field of forensic medicine, toxicology, forensic pathology, forensic science, criminology, forensic psychiatry and other allied subjects and demonstrate the advances in the field of forensic science. Through this special platform, we hope to showcase technologies and products which have practical applications in forensic science and move the forensic R & D forward.

Dr. Henry C. Lee is one of the world’s foremost forensic scientists. Dr. Lee's work has made him a landmark in modern-day forensic sciences. He has been a prominent player in many of the most challenging cases of the last 50 years. Dr. Lee has worked with law enforcement agencies form 46 countries in helping to solve more than 8000 cases. In recent years, his travels have taken him to England, Bosnia, China, Germany, Singapore, Croatia, Brunei, Thailand, Middle East and other locations around the world.
Dr. Lee's testimony figured prominently in the O. J. Simpson, Jason Williams, Peterson, and Kennedy Smith trials, and in convictions of the "Wood chipper" murderer as well as thousands of other murder cases. Dr. Lee has assisted local and state police in their investigations of other famous crimes, such as the murder of Jon Benet Ramsey in Boulder, Colorado, the 1993 suicide of Whit House Counsel Vincent Foster, Kidnapping of Elizabeth Smart, Death of Chemdra Levy, the reinvestigation of the Kennedy assassination and the Casey Anthony case.
Dr. Lee is currently the director of Forensic Research and Training Center and Distinguished Chair Professor in Forensic Science of University of New Haven. He was the Chief Emeritus for Connecticut State Police during 2000 to 2010 and was the Commissioner of Public Safety for the State of Connecticut during 1998 to 2000 and has served as that state’s Chief Criminalist and Director of State Police Forensic laboratory from 1978 to 2000. Dr. Lee was the driving force in establishing a modern state police communication system, Community based police services sex offender and DNA databank, Major Crime Investigation Concepts, Standardized Evidence Collection system, Laboratory operation Standard and advanced forensic science services in Connecticut. He currently serves as advisor/ Consultant for more than 80 law enforcement agencies around the world. He was appointed in 2013, as Chief Forensic Advisor for New Haven Police department and Expert Advisor for China National Chief Prosecutor’s Office. In 2014, he was appointed as Chief Forensic Advisor for Hong Chow City Bureau of Public Safety, China, Honorary Dean of College of Forensic Medicine for Xian JeoTong University, China and Honorary Professor for more than 60 university, Law School, Medical School around the world.

In 1975, Dr. Lee joined the University of New Haven, where he created the school’s Forensic Sciences program. He has also taught as a professor at more than a dozen universities, law schools, and medical schools. Though challenged with the demands on his time, Dr. Lee still lectures throughout the country and world to police, Universities and civic organizations. Dr. Lee has authored hundreds of articles in professional journals and has authored and co-authored more than 40 books, covering the areas, such as; DNA, Fingerprints, Trace Evidence, Crime Scene Investigation and Crime scene reconstruction. He is the author for some best sellers, such as Famous Crime Revisited, Cracking Cases: the science of solving crimes, Blood Evidence, Creaking more cases. In addition, his textbook such as; Forensic Science, Physical Evidence and Henry Lee’s Crime Scene Handbook has widely adopted in medical legal and forensic professions. His recent books, "Famous Crimes Revisited", "Cracking Cases", "Blood Evidence" and "Dr. Henry Lee’s Forensic Files" have been well received by the public. He has appeared in many TV shows and movies such as CNN, Larry King Show, Nancy Grace Show, Fox TV, Good Moring America, CBS, ABC, NBC, BBS, CCTV etc. His Television serial “Trace Evidence—Dr. Henry Lee File” has received high rating and was recipient for 3 Kelly Awards. This TV program been showing around the world.

Dr. John Zheng Wang is a full professor of Criminal Justice and Forensic Studies in School of Criminology, Criminal Justice, and Emergency Management at California State University-Long Beach. He also serves as Director and an Instructor for Applied Forensic Science & Crime Analysis and High Tech Crime Investigation Certificate Programs at CSULB. In 1982, he started as a crime scene technician and later became an instructor and examiner at China Criminal Police University. From 1988 to 1994, he earned his M.P.A. from Northern Michigan University and a doctoral degree from Indiana University of PA. From1993 to 1999 Dr. Wang taught as an assistant professor at Texas Southern University and an adjunct instructor for Houston Police Academy. From 1999 to present, Dr. Wang has been teaching at CSULB. Since 2009 he has been an expert instructor for California Police Command College (POST). Due to his years of teaching, research, and practical experiences, he has obtained his memberships of American Academy of Forensic Sciences (AAFS), International Association for Identification (IAI), International Association for Identification-CA (IAI-CA), American Chemical Society (ACS), Firearms & Toolmark Consensus Body (ASB’s). Since 2009, he has led a joint educational program annually on Comparative Forensic Sciences in the U.K and Canada. Dr. Wang serves as editorial reviewers for several peer review journals. His current research interests include digital examinations of partial-full fingerprints, Nano-powder treatment of latent prints on porous surfaces, field determination of recycled casings, palm-sized device on line intersection and seal/ink sequences, pitch angle of rifling in barrels and on bullets, elemental analysis of compound substance using portable FTIR, geometric measuring saw marks on bones, quick recognition of three sub-phases of anagen on follicles, and field photographing and digital comparison of shoeprints.

Jochen Moeller graduated in Engineering (Dipl. Ing.) in 1985 from the University of Applied Science Moenchengladbach, Germany. Until 1999 he worked in the International Machine Building and Plant Engineering industry and regularly delivered lectures on the latest research and development subjects in these industries. Since 1999 Jochen Moeller has been working in the field of high security solutions and thus in close cooperation with different governmental organisations. In 2008 he was one of the Charter members of the EA DMS. Under his leadership his organisation developed and made public the first complex standard for data destruction and data storage destruction in conjunction with data recovery ratios. Since then he holds the office of President in this organisation, including responsibility for all development and auditing. In this role he has been active as adviser to police, government departments and research institutes in different European countries.

Mr. Totti Karpela is a law enforcement and threat management specialist and subject matter expert with 29 years of professional experience from government organizations and corporations. His expertise is related to combining studies of human aggression and conflict management psychology into practice in a way that helps people to manage aggressive behavior, defuse hostile emotions and find solutions though deeper knowledge of social psychology, neurology and criminology. The field of threat assessment and –management is relatively new in it’s current format. Mr. Karpela was a supervisor of a police team that specialized in the prevention of stalking crimes and serious cases of domestic violence. He was a member of team that managed threats against judicial officials and police officers. At the moment I am the president of the European Threat Assessment Professionals Association as well as a board member of Asia-Pacific Association of Threat Assessment Professionals. Mr. Karpela still works for the European Council and OSCE (Operation for Security and Cooperation in Europe) as a subject matter expert in these fields. Currently Mr. Karpela consults globally multinational companies in management of problem behavior.

Leslie Holmes has been a Professor of Political Science at the University of Melbourne since 1988, and was awarded the title of Professor Emeritus in 2014. He was President of the International Council for Central and East European Studies (ICCEES) 2000-2005, President of the Australasian Political Studies Association 1991-2, and President of the Australasian Association for Communist and Post-Communist Studies 2005-7. He has been a Fellow of the Academy of the Social Sciences in Australia since 1995, and regularly teaches advanced (Masters’) courses on corruption at the University of Bologna, the Graduate School of Social Research in Warsaw, and the International Anti-Corruption Academy in Vienna. Leslie has published eight single-authored books, including Corruption: A Very Short Introduction (Oxford UP, 2015 – Chinese edition to be published by Yilin Press in 2017), and has edited or co-edited a further seven. His work has been translated into fourteen languages. Prof. Holmes’ principal research areas are Europe and Asia, with particular reference to corruption, organised crime and human trafficking. In this context, he has been a consultant to the World Bank, Transparency International, the UNODC, the OECD, and the Swiss Government.

Conference Report of WCF-2017

BIT's 4th Annual World Congress of Forensics & Police Tech-2017 was held during Oct. 27-29, 2017 in Dalian, China. More than 100 participants from over 21 countries and regions shared the details of their research during the sections. It was sure to announce it gained a great success and obtained highly focus and extensive attention around the globe. We appreciate the contribution of all the speakers, who have conveyed their latest results in the conference.

WCF-2017 included 3 sections. Participants involved in Police Technology, Cybercrime, Financial Crime, Criminalistics, , Forensic Psychology, Violence and Abuse, etc. all shared their new achievements in the research with the others. All the speakers and visitors, who are from institute, association, international famous enterprises, advisory body and government department etc well communicated with each other in the conference.
Depending on the warmly support and good suggestions from all of the participants, we are confident in organizing WCF-2018 which would be better and more successful than WCF-2017!
